May 1 Child Care Assistance Program (CCAP) Changes
The Kentucky Cabinet for Health and Family Services, Division of Child Care, implemented several changes within the CCAP state subsidy program effective May 1, 2008.
If you participate in the CCAP Program it is important that you understand how these changes will affect your child care program. Some of the changes include:
  • When you receive your monthly CCAP payment; the new billing forms cannot be printed or sent out before the first of each month which will affect when you receive your payment.
  • Limitations on how you bill for parents who are not eligible for a full 5 day week
  • New billing forms and certificates
  • Documents that must be signed and returned to 4-C before payments can be processed - Be sure to mail to the correct 4-C address and with the right amount of postage
  • A new computer system that collects and tracks client and provider information
  • Forms and communication letters changed. Child Care Service Agreement and Certificate is the only form that authorizes payment to child care provider 
Although transistions of this magnitude are always challenging, we all have the same goal of helping parents access child care as seamlessly as possible.

With any systems change, communication is the key to success. The Division of Child Care has worked diligently to communicate the anticipated changes with 4-C and the other four CCAP Service Agents in the state. We, in turn, want to make as much information as possible available to providers.
