Extraordinary Absences on the PBF (Licensed Providers Only)

All absences should be reported by the provider on the Provider Billing Form (PBF) every month.  Please help us with timely payments by using the absence codes on the cover sheet that comes with the PBF to report all child absences each month.  If there are questions about the child’s attendance it may be necessary to request attendance records before any payments can be made.

Licensed providers may receive payment for more than five (5) excused absences per child per month if the absence meets the following criteria for an extraordinary absence.  An extraordinary absence is defined as:

  • A death in the family;
  • Illness of the child or applicant; or
  • A disaster verified by utility provider, local, state, or federal government.


Both the CCAP recipient and the licensed provider are responsible to verify in writing all extraordinary absences for which payment is requested.  Verification of absences must be maintained with the provider’s attendance records for a five (5) year period.  The verification of absences may be requested at any time by the Division of Child Care or 4-C.

In order for licensed providers to receive payment for an absence, they must indicate the absence on the PBF and enter a specific code in order to receive payment.  Extraordinary absences are indicated on the PBF by code 45 for a regular schedule or code 451 or 452 for a flexible schedule.  Payment may only be requested for days on which the child would regularly be scheduled to be in attendance with the licensed provider.
