Hi Manish, the child care assistance program is run through Child Care Council of Ky (3C). Here is the link http://childcarecouncilofky.com/child-care-assistance-program/. First Steps would be the organization that can help you with developmental delays. They serve children up to age 3. Here is a link for more information about them and how to contact http://chfs.ky.gov/dph/firstSteps/.
